Can cement in concrete be reduced without having any adverse effects on the properties of concrete?

The subject of this dissertation is to study the influence of limestone fillers on the properties of concrete (flowability & strength) whereby the cement content is reduced and limestone fines are added to compensate the amount of fines in a particular mix.
Experimental anaylses of the effects of the limestone addition in the key phases involved in concrete (cement pastes, mortars and concrete mixes) were performed.
